This Uniform Regulation defines the rules, processes, and responsibilities for all acquisitions of goods, works, and non-professional services under the ASG. It establishes ethical principles, competence criteria, roles of officials, bidding methods, requirements for formal and informal auctions, requests for proposals, exceptional purchases, evaluations, awards, and contracts. It also incorporates standards of transparency, best practices, oversight processes, sanctions, applicable regulations, and inter-agency coordination.
It includes provisions on planning, market studies, process control, information systems, regulatory compliance, validity, and repeals.
